They knew that the killer had been using the railway stations to select his victims, so most train stations would be saturated with army troops who would go out of their way to make themselves visible and obtrusive. Unfortunately however, a blood test comes up negative, and on top of that, he is a member of the Communist party, which shielded him from being prosecuted, and he is subsequently released.
